Stripe takes the payment. All prices are net. German customers are charged 19% USt on top — 999 € becomes 1.188,81 €. Businesses elsewhere in the EU enter their VAT number at checkout and reverse charge applies, so they pay the net price. Outside the EU, no VAT.
